Rules & Regulations

Name and Objects

The club shall be named HUNGARIAN WIRE-HAIRED VIZSLA CLUB OF GREAT BRITAIN, henceforth also known as HWVCGB, and its aims will be to encourage and nurture the Hungarian Wire-Haired Vizsla in all the aspects with which it is involved. The HWVCGB has the motto “To Serve the Breed”.


Election of the Management Committee

The management committee consists of the Chairman, Vice-Chairman, Secretary and Treasurer plus committee members. Collectively the Chairman, Vice-Chairman, Secretary and Treasurer shall be known as “the executive committee”. The total number of the management committee shall not exceed 10 (the executive committee plus 6 committee). The management committee posts will be held for a period of two years and after that period those in the posts stand down and if in agreement offer themselves for re-election. Nominations for each member of the management committee must be duly proposed and seconded by fully paid up members of the HWVCGB and nomination forms must be in the possession of the Secretary of the HWVCGB no later than 28 days prior to the AGM. Nominees for the management committee must have been a fully paid up member of the HWVCGB for at least 2 full membership years, prior to their nomination, with the exception of the club’s inaugural year. Secretary/Vice Chairman and Chairman/Treasurer to stand down in alternate years. Likewise half the committee members will stand down each year. The committee are empowered to elect Sub-Committee’s as necessary.

The committee are also empowered to co-op members onto the committee mid-term should that be necessary. These co-opted members will stand until the following AGM.

In addition, a Patron and President can be elected by the executive committee. The post of President which will carry no voting rights and shall be for a period of up to five years, the Patron remains in situ until that person request release from that position or the executive committee resolve a change. At any management committee meeting five will constitute a quorum, one of which must be an executive member of the committee. Each member of the management committee shall have a vote with the exception of the Chairman who may also vote when a casting vote is required. Any member of the management committee who fails to attend three consecutive meetings will automatically forfeit their place on the Management Committee. No member of the Club shall be considered for a position on the management committee if he/she holds such a position with any other Hungarian Wire-haired Vizsla breed club.


Election of Membership

Application for Membership of the Club will be by official membership form, proposed and seconded by existing members of the Club. A unanimous vote by the management committee is required for membership. If membership applications are received within 1 month of a planned committee meeting, the vote for membership will be conducted at the said committee meeting however if membership applications are received in excess of 1 month prior to a planned committee meeting, the management committee reserve the right to vote on the membership outside of the confines of a committee meeting. Any memberships approved or declined in such a manner will be minuted at the next committee meeting. The management committee may submit fully paid up members to be given life membership of the HWVCGB. Any nominations will be voted on at the next planned AGM.


Subscriptions

Membership types will be: Full Single, Full Joint, Junior Single and Associate Single. For those accepted as full members of the Club there will be a one off joining fee of £20 per person. There will be no joining fee for Associate or Junior members. The upper age limit for Junior membership is 18. Annual fees are Single membership £10, Joint membership £15, Associate Single membership £10, Associate Joint membership £15, Junior membership £5 payable at the beginning of each calendar year. Therefore in the first year of membership both a joining fee and membership fee will be payable for those membership categories where the joining fee is applicable. Those members joining after 30th October each year will have their membership carried over to the following year. Two methods of payment exist for payment of annual membership: by cheque or Standing Order. Members who fail to pay by the required date for renewal (01 January) will be given until the end of February of that membership year and then their membership will be deemed lapsed. After this time their membership will be classed as a new membership necessitating a payment of both the joining fee in addition to a membership fee.


Returned Cheques

A fee will be levied on all cheques payable to the HWVCGB, dishonoured by the bank.


Voting Rights

Each Full member shall be entitled to one vote after 4 months membership. Postal votes/proxy votes are not allowed. Joint members shall have one vote per partnership. Junior and Associate members shall have no voting rights.


Club Accounts

Bank accounts, both current and deposit, will be opened in the name HUNGARIAN WIRE-HAIRED VIZSLA CLUB OF GREAT BRITAIN (HWVCGB) and all revenue appertaining to the Club will be paid into these account. Withdrawals by cash or cheque may only be made by a minimum of two signatories of the executive committee. Accounts for each financial year will be certified annually, by a qualified accountant, and presented to members at the AGM.


Financial Year

The financial year of the Club shall run from 1st January to 31st December each year.


Annual Returns

The Officers acknowledge that during the month of January each year, maintenance of title fee will be forwarded to the Kennel Club by the Secretary or by Direct Debit for continuance of registration, and that by 31st July, each year, other returns stipulated in the Kennel Club Regulations for the Registration and Maintenance of Title of Societies and Municipal Authorities, will be forwarded to the Kennel Club. The Officers also acknowledge their duty to inform the Kennel Club of any change of Secretary of

the Society, which may occur during the course of the year.


Annual General Meeting

The Annual General Meeting of the Club shall be held no later than the end of May of each year. No business shall be transacted at the AGM unless notice of it appears on the Agenda. Notice of the AGM shall be sent to the membership in writing, no less than 42 days prior to the meeting date. Items for the agenda and/or nominations for the management committee must be with the secretary no later than 28 days prior to the meeting date. A final notice will be sent to all members containing the meeting and business to be conducted, no later than 14 days prior to the Annual General Meeting


Special General Meeting

A Special General Meeting shall be summoned by the Honorary Secretary if 30 members, or one sixth of the membership send a signed requisition stating the subject to be discussed; no business other than the matter on the agenda can be discussed at a Special General Meeting. All members shall be notified of any special general meeting, no later than 14 days prior to the planned meeting.


Amendment to Rules

The Rules of the Club shall not be altered except at an AGM or at a Special General Meeting, notice of which includes details of the proposal to alter the rules. Such alterations shall not be brought into force until the Kennel Club has been advised and has given its approval of the alterations. New rules or amendments introduced specifically to meet Kennel Club requirements shall be adopted immediately and be included within the club constitution with effect from the clubs annual meeting. Members may submit possible rules changes at any time during the year, to the management committee, duly proposed and seconded by fully paid up members of the club. The proposed rule change will be included on the agenda of the next planned AGM, with the exception of any proposed rule changes received after the 42 day AGM notification given to members will be carried forward to the following years AGM. Any proposed changes will be voted on at the AGM by secret ballot or show of hands. The method of voting will be decided by the members at the beginning of the AGM. A two-thirds majority of members present is required for all voting. Under no circumstances will any form of proxy voting be allowed. No business shall be transacted at the AGM unless notice thereof appears on the agenda, with exception of routine matters or those which in the opinion of the Chairman of the meeting are urgent.


Expulsion of Members

Any member who shall be suspended under Kennel Club Rule A42.j(5) and/or member whose dog(s) is/are disqualified under Kennel Club Rule A42.j(9) shall, ipso facto, cease to be a Member of the Society. If the conduct of any member shall, in the opinion of the Committee of the Society, be injurious or likely to be injurious to the character or interests of the Society, the Committee of the Society may, at a meeting, the notice convening which includes as an object the consideration of the conduct of the member, determine that a special general meeting of the Society shall be called for the purpose of passing a resolution to expel him/her. Notice of the Special General Meeting shall be sent to the accused member, giving particulars of the complaint and advising the date, place and hour of the Meeting that he/she may attend and offer an explanation. If at the meeting a resolution to expel is passed by a two thirds majority of the Members present and voting, his/her name shall forthwith be erased from the list of members, and he/she shall thereupon cease for all purposes to be a member of the Society except that he/she may within two calendar months from the date of such meeting appeal to the Kennel Club upon and subject to such conditions as the Kennel Club may impose. If the Society expels any member for discreditable conduct in connection with dogs, Dog Shows, Trials or competitions, the Society must report the matter in writing to the Kennel Club within seven days and supply any particulars required.


Disposal of Assets and Club Winding Up

In the event the club ceases or is wound up a final statement of audited accounts with a record of disposal of property shall be created. The final statement with the record of property disposal shall be forwarded to the Kennel Club within six months and the persons named as Officers and Committee of the club on the last return furnished to the Kennel Club will be held responsible by the Kennel Club for the proper winding up of the club.


No Person who is Bankrupt

No person whilst an undischarged bankrupt may serve on the Committee of or hold any other office or appointment within a Kennel Club Registered Society.


Final Authority

The Kennel Club is the final authority for interpreting the Rules and Regulations of the club in all cases relating to Canine or Club matters.


Membership of Federations

The HWVCGB shall not join any Federation of Societies or Clubs


Membership Requirements

Members will be personally responsible for the welfare of their dogs and the breed above any personal gain or profit. They will only breed from HWV of sound temperament, and will endeavour to produce HWV conforming to the standards as laid down by the Kennel Club. Members will not allow their stud dogs to serve bitches, of less than two (2) years of age or a bitch over the age of seven. Neither dogs nor bitches in poor health or with any serious hereditary disease will be used for breeding. Members will not allow a bitch to have more than one litter in a twelve (12) month period, be mated before two (2) years of age or have more than three (3) litters in the bitches’ lifetime. Members will, when engaged in any events or gatherings with their dogs, conduct themselves in such a way as not to bring discredit to the breed or the Club and will demonstrate good sportsmanship at all times.


Kennel Club Mandatory Code of Ethics

All breeders who register their puppies, and new owners who register ownership of their dogs with the Kennel Club, accept the jurisdiction of the Kennel Club and undertake to abide by its general Code of Ethics.

Breeders/Owners:

1. Will properly house, feed, water and exercise all dogs under their care and arrange for appropriate veterinary attention if and when required.

2. Will agree without reservation that any veterinary surgeon, who performs an operation on any of their dogs which alters the natural conformation of the animal, or who carries out a caesarean section on a bitch, may report such operation to the Kennel Club.

3. Will agree that no healthy puppy will be culled. Puppies which may not conform to the Breed Standard should be placed in suitable homes.

4. Will abide by all aspects of the Animal Welfare Act.

5. Will not create demand for, nor supply, puppies that have been docked illegally.

6. Will agree not to breed from a dog or bitch which could be in any way harmful to the dog or to the breed.

7. Will not allow any of their dogs to roam at large or to cause a nuisance to neighbours or those carrying out official duties.

8. Will ensure that their dogs wear properly tagged collars and will be kept leashed or under effective control when away from home.

9. Will clean up after their dogs in public places or anywhere their dogs are being exhibited.

10. Will only sell dogs where there is a reasonable expectation of a happy and healthy life and will help with the re-homing of a dog if the initial circumstances change.

11. Will supply written details of all dietary requirements and give guidance concerning responsible ownership when placing dogs in a new home.

12. Will ensure that all relevant Kennel Club documents are provided to the new owner when selling or transferring a dog, and will agree, in writing, to forward any relevant documents at the earliest opportunity, if not immediately available.

13. Will not sell any dog to commercial dog wholesalers, retail pet dealers or directly or indirectly allow dogs to be given as a prize or donation in a competition of any kind. Will not sell by sale or auction Kennel Club registration certificates as stand alone items (not accompanying a dog).

14. Will not knowingly misrepresent the characteristics of the breed nor falsely advertise dogs nor mislead any person regarding the health or quality of a dog.

Breach of these provisions may result in expulsion from club membership, and/or disciplinary action by the Kennel Club and/or reporting to the relevant authorities for legal action, as appropriate.


Membership Lists

The HWVCGB will maintain an up to date list of members and their addresses and those of branch members, where appropriate, and, if so requested, make a list available for inspection by the Kennel Club and members of the society. A declaration of the number of members of the club must be made with the Annual Returns.


Judges Lists

The club will produce a list of judges each year which will be submitted to the Kennel Club with the annual returns. The club judges list will be produced by the judges sub committee of the HWVCGB.
